Utilities and Services in Car Nicobar

The inaccessibility of Car Nicobar is a major hindrance in its development, considering that it is not directly connected to the Indian mainland- neither by air nor by road. The two-and-a-half hour flight from Chennai to Port Blair, followed by the 12 hours travel by sea to Car Nicobar can test the most efficiently planned logistical operations. Entry Permits

The entry to the Nicobar Islands is restricted and permits are issued by the Administration to visit these Islands.

Indian Nationals
Indian nationals also require permits to visit Nicobar Islands and other tribal areas, which are given in exceptional cases. Application on a prescribed form should be addressed to the Deputy Commissioner, Andaman District, Port Blair.

Entry Formalities for Foreign Nationals
Foreign nationals could stay in the islands for 30 days. It could be extended by 15 days with permission. Foreign nationals require a permit to stay, it can be obtained on arrival at Port Blair (either by air or sea) from the immigration authorities.

Government Rural Development Schemes

Member of Parliament Local Area Development Scheme –MPLADS

Under this Scheme, the Hon'ble MP gives a recommendation for the developmental work with an emphasis on creating durable community assets, based on the locally felt needs; viz. drinking water, education, public health, sanitation and roads, etc. The appointed Agencies submit their reports of the developmental measures taken and the expenditures of the fund at regular basis to the District Administration. The district Administration then forwards this to the Central Government as feedback to the Ministry. The MPLADS is fully funded by the Government of India.

The National Rural Health Mission - NRHM

GOI has launched the National Rural Health Mission to carry out necessary steps in providing a synergistic approach by relating Healthcare to the determinants of good health - like nutrition, sanitation, hygiene and safe drinking water. Plans are in place to look into issues leading to the cases of leprosy, TB, malaria etc.

It also aims at streamlining the systems to facilitate health care. The Plan of Action includes increasing public expenditure on health, reducing regional imbalance in health infrastructure, pooling resources, integration of organizational structures, optimization of medical human resources, decentralization and district management of health programmes and community participation.

It helped induction of management and financial personnel into the district health system, and operationalizing community health centers into functional hospitals to meet the Indian Public Health Standards in each Block of the District. This way it aims to improve the availability of and access to quality health care by people, residing in rural areas - the poor, women and children.
The National Rural Employment Guarantee Act - NREGA

Under the NREGA ACT 2005, the UT Administration of Andaman & Nicobar Islands has made the Andaman & Nicobar Rural Employment Guarantee Scheme (ANREGS) with two main objectives
  • to provide no less than 100 days of Guaranteed Employment (in a financial year) to every household whose adult members volunteer to do unskilled manual work in rural areas.
  • to create durable social and economic assets and develop the infrastructure in rural areas.
The Nicobar District pioneered the physical implementation of NREGA in the UT by providing wage employment to the rural household. The cumulative numbers of households registered under ANREGS in Nicobar District are 4284 and the cumulative numbers of individuals registered are 7340.

Permanent Shelters

Housing needs were covered under the SCA Scheme. Under this Scheme certain forests were cleared to construct permanent shelters for local and tribal population. Tsunami victims were also rehabilitated in the houses constructed by the Government.

Also, the transportation need for the tribal to carry their agricultural products from the farm to their homes, is met by providing them Bicycles on 50 % subsidy.

Development under IT Sector

A Vocational Training Center (Computers) has successfully trained 6 tribal candidates and is qualified for a one year Diploma course.

Under the E-Governance, a proposal for the Installation of VSAT has already been sent to the Administration. This would be effective for the monitoring of developmental works in the District, since the district has a peculiar geographical position.

District Disaster Management Control Room – DDMCR

Being the epic center of earthquakes, the District Administration recognizes the need to have a proactive, comprehensive and sustained approach to disaster management to reduce the detrimental effects of disasters on overall socioeconomic development of the region. The aim is to set necessary systems, structures, programs, resources, capabilities and guiding principles to reduce disaster risks, preparing for and responding to disasters and threats of disasters in order to save lives and property.

The functions of the Disaster Management Cell

The District Administration has a separate Disaster Management cell. The functions of the disaster management cell are:
  • setting up of control room.
  • dissemination of warnings.
  • monitoring of relief and rescue measures during disaster.
  • assessment of preparedness.
  • preparation and compilation of Standard Operating procedures.
  • distribution of aids and articles.
  • assessment of disaster vulnerability.
  • preparation of community based disaster management plan.
  • creating awareness through mock drills and training.
